Each point is the number of /24 network blocks answering a ping inside this network, ten minutes apart. A cliff is an outage; gentle movement is normal daily rhythm.
What this can and cannot tell you. It sees whether the network is reachable from the wider internet. It cannot see whether your own phone has signal, whether a single city is affected, or why. A carrier can be perfectly reachable at the ASN level while a local cell site is dead.
